Sangster's only shadow of excuse for making this claim now is that the Circular marked A attached to this letter though dated 5th April 1892 was not communicated to him (as he alleges) till October last. I think it possible that it was communicated to him before, but that he forgot it. However the fact that he was no longer entitled to the 4½ rate was notified in the list (referred to by him) published in the Hongkong Gazette in July 1892 & amended list, officer pub? in Sept. 1893, and an...
